By Richard J. Shuster<br /><br />"At the Spa Conference [of 1920], the Allies had determined that the German civilian population possessed a large number of rifles and other small arms. The Spa Protocol forced the German Government to take steps to disarm the population by posting notices throughout Germany to surrender arms. On 7 August, Germany enforced a law to disarm the civil population and by the end of the month published proclamations regarding fines for those who did not surrender arms. Actual surrender of war material by civilians began in mid-September. The German Commissioner for Disarmament, Dr. Peters, even offered monetary compensation to individuals who surrendered weapons and informed the authorities of hidden arms. Civilians could hand over armaments for reimbursement up until 21 October and could avoid legal action if they surrendered their weapons by November. The Germans set up destruction centers where German civilians turned in a variety of weapons for payment, including rifles, machine-guns, trench mortars and flame throwers. Initial results of civil disarmament fell below Allied expectations, especially in Northern and Eastern Germany. BY the end of September the Armaments Sub-Commission still considered the civil population to be in possession of significant amounts of arms. LOL! <br /><br />No doubt all of the KPD (<i>Kommunistische Partei Deutschlands</i>) members of the 1930s would have been scratching their heads over any contention that Hitler was a 'leftist.'<br /><br />It's amazing that there seems to be a belief, at least among a large number of the current right wing that Hitler was a 'socialist.' Simply not true, folks ... the Nazis may have included the term 'socialist' in their party name (<i> Nationalsozialistische Deutsche Arbeiterpartei</i>) but it was neither socialist nor a 'workers' party - the party name was simply another example of their consistent prevarication.<br /><br />The Nazi party, without question, was a right-wing outfit, largely supported by the industrial interests and a middle class distressed by the economic disasters of the 1920s. The true 'socialists' belonged to the SPD (<i>Sozialdemokratische Partei Deutschlands</i>) or, for the more radical, the KPD.<br /><br />As part of the WWI settlements, it was the German <i>armed forces</i> which were disarmed, not the civilians.
